Issues downloading Daily Telegraph (UK)

Today I am unable to access the Daily Telegraph (UK) through my Edinburgh Public Libraries membership. This has not been a problem in the past. Every time I attempt to download it I am presented with a screen to fill in my library membership details. I do so and after a couple of seconds the screen reappears requesting the same details. I do not have any problems downloading other newspapers. Can you assist?
