Auto delivery not working on iPad

Have just upgraded iPad 2 Air to iOS 9.3.2

Now auto delivery is not working.

Neither is In-App purchase.

Have tried deleting app and re-setting it.

what can I try next?

Hi Angela - We've now resolved a technical issue from earlier this morning that interrupted auto-delivery. You should now have access to all of your epapers. Would you let us know if you still cannot download your titles?

In app purchase now working.

But I am still not able to get auto delivery of the two papers for which I have subscriptions...app keeps asking me to pay.

Hey, I am Janny I purchased iPad last Monday could you please let me know where would I find the auto-delivery option, however, I try this my page load to the front one I also try for the help  Apple Customer Service Number but need help rather now.
